
The Asia-Pacific Economic Cooperation forum is an annual event that brings together the major economies of the Pacific Rim. It is called a «forum» since it is a space for commercial interaction. However, this forum is not binding, it does not enforce country member to implement changes. On the other hand, organizations such as the UN, OAS, OECD, etc., are legally binding. As a result, the Peruvian government shows neither figures nor statistics of the supposed benefits obtained through APEC, which makes it a glamorous exporter-importer fair, paid for by the citizens of the member states (at least by those who pay taxes) and generating some international attention for a short time.
The Peruvian government is doing its best to improve the image of Lima (the rest of the country does not intervene), a city plagued by crime, indiscriminate and disorderly municipal public works, corruption, poverty and protest. The intelligence services of the illustrious visitors know very well the exact situation of the city and this information must be in the domain of the delegations and the leaders who visit us. It’s hard to fool them.
But what should have been the main event and national pride, suffers a serious limitation. The Chinese government (dominated by the Chinese Communist Party, CCP), makes multimillion-dollar investments in the world. The port of Chancay is one of the most important, but Xi Jinping will not go to the port for its inauguration. Only 80 kilometers away, Chinese diplomacy indicates that the road is very unsafe and that they will not risk the life of the president due to a handful of gunmen on motorcycles. The argument is hard to believe, and it also leaves the country’s image very bad. What expected and welcome tourist will visit a city that cannot guarantee the safety of the head of the second most powerful country in the world? Xi Jinping is afraid of something else.
The new cold war is knocking on our door. Chancay is going to become China’s gateway to South America. The port gives them de facto maritime-territorial domain and economic exclusivity as a free zone, a fact that has set off alarms in its rival, the United States, which responds by offering three container inspection machines (scanners) to be used by SUNAT in the port, supposedly, for the control of illicit drug trafficking. The scanners will observe everything that enters and leaves the port. What seems like innocent international aid can be interpreted as the first move in neutralizing Chinese influence.
Why don’t they take the Chinese leader with our president in a helicopter or, better and more significantly, on a boat to the port of Chancay to be able to inaugurate it with the relevance it supposedly deserves?
There could be two very possible reasons: first, helicopters and other aircraft are used as instruments of assassinations and there are many historical examples. Second, the «Mar de Grau» must be plagued by submarines from both sides. A submersible can be used for clandestine operations, no one in Peru will be able to detect them and their presence will be speculative.
Only Xi Jinping and his intelligence service know what they are afraid of and immobilizes them, and surely, are not the extortionist gunmen of the northern hoods´ of the city.
